I have 8 seconds as my default offset... and I go up to 12, if the starting bid is within one bid increment of my snipe bid amount

It is the amount of time, in seconds, before the end of the auction that you want your snipe bid placed.
It is 6 seconds by default and can only be altered if you have a Mirror subscription.
The ability for me to be able to set it to a larger number and therefore bid before many other snipers I find helps me win more auctions at lower prices.
