It does depend on which currency the auction is listed in.
Here are the bid increments for dollars, since that is the currency your example was in:

Bid increment in that price range is $2.50. Your bid was less than the current high bid at the auction end ($242.51) + bid increment ($2.50) = $245.01.
Barely less, but still less. Hence ebay did not accept your bid.
