The return page says "This item is available to buyers who have not received 2 or more unpaid item strike(s) in the past 12 month(s)".
Are you sure you haven't had some dispute in the past 12 months, e.g. not paid for an item?

"Ships to: United States"

Unfortunately it is often only after you confirm that the block actually becomes apparent. I realise you do not wish to do that but it may be the only way to find out from your own computer.
If there is no link against the snipe that failed, then Mario is the only one that can access the logs and perhaps give you more information about what Ebay returned to Gixen when it tried to confirm the bid.
Mario can be contacted directly via email at the support address given on the 'Contact' tab above. Always include your Ebay id in such communication and, in this case, the auction id as well, you may also want to refer back to this thread.

I asked the seller if it was something on their end. "Ebay win= item + your bid, pretty simple." So yea, I love being treated like an idiot. I thought about just trying to bid on it since it was relisted, and it let me go all the way to the confirm bid option. It doesn't appear like I can't bid on it. I've never not paid for anything, 100% positive feedback, 100+ reviews, account 10+ year old, fully confirmed and linked paypal account. ??? :(

The restrictions will be ones chosen by the seller.
If Gixen is not providing you with a link that gives some indication as to what Ebay returned when it tried to bid, then I recommend asking the seller what restrictions they have put in place that prevent you from bidding on their auctions.
Common restrictions relate to where you have your shipping address set to and whether the seller is willing to send there, whether there is enough feedback on the Ebay account for the seller to accept you have enough experience of buying on Ebay, whether you have a Paypal account that is associated with your Ebay account, and whether there are any non payment strikes against your Ebay account.
