One user (thank you Frank) sent me this map:
http://downdetector.co.uk/problems/ebay/map/
So it looks like this confirms that eBay is indeed having significant problems.
In the meantime I made some changes in how Gixen connects to eBay that seem to have resolved the issue. It's an ugly workaround, but it seems to work. Still some timeouts on occasion, but reduced to almost the normal levels.
If you have Gixen Mirror, this is a situation in which it definitely helps.

Post subject: Network Error
Bother. Got a Network Error on my first attempted snipe ever.
Just in case it was not this general problem and if you have a chance to look into it, the item id was 322102273639.
Is there any point in putting up a warning on the page for adding snipes if there is some weird problem going on? I only added the snipe a few hours before the end and could easily have bid manually as well had I known.

Post subject: Re: SNIPES FAILING, AWARE OF ISSUE
Thanks for looking into the issue. Not sure if this is the specific issue you mentioned, but this is what i experienced. Looks like some differences with timing

I tried to insert link to screenshot, but it blocks the http, so removing that protocol name, here's the rest of the url: prnt.sc/b5qdqb
Thanks

So far it looks like this is an ebay issue, as connections to eBay are timing out with no rule or consistency. It does not look like a deliberate blocking.
