Here is a more detailed error message. eBay wants your credit card in order to verify you are 18 years or older.
"The sale of knives and other bladed products is subject to legal restrictions. To follow these regulations, eBay may ask for your credit card details in order to verify you are 18 years or older. Your card wonât be charged, and we donât share this information with the seller. If you win the item, you can pay by any payment method the seller accepts. For further details, please see our Knives policy."

I wanted to bid on some cutlery - 256041434464 - and had bid high enough to win this, but on checking this morning, found that my bid did not get done with the message You are not eligible to bid on this item.
Can you explain, please?
