If you set them to different values you should expect the one with the higher offset to win most often, because that's the one you've asked to bid earliest.
So, if you definitely want your bid placed just one second from the end you would need to set both offsets to 1.

Thank you for the data ! I was misreading the mobile eBay app. The mobile app showed 7m and 9m as the “last bid timestamps” and I wasn’t looking at it correctly. When I logged on with my computer I see it executed 4s before.
How would I shift it to bid 1s before? I see the offset fields, but I don’t quite understand what offset means.

Confirming that your bid was the $211 one. Not sure why you think your bid was placed 7 minutes early. Gixen can't do this, it's designed in such a way that this is practically impossible. It has never happened.

Which is all in the last 15 seconds, was your bid placed earlier than that ?
You can choose an offset (up to 15 seconds) if you have an active Mirror subscription, otherwise the default is 6 seconds offset.
If your bid was for $211.00 from an account with 48 feedbacks it was actually placed 4 seconds before the end of the auction.
The winning bid was placed 1 second before the end of the auction, it's unlikely to be a reaction, in 3 seconds, that's most likely a bid that someone had decided to place well before any of those bids came in. It was at least one bid increment more than 211 because in the range $100.00–$249.99 the bid increment is $2.50.
