Yes, I think 2.0.2 is the latest version.
I don't recall any commitment for the Desktop Manager to be 'better and more convenient than the web tool', however I also don't necessarily disagree with your request for it to be updated to support 5 second offsets.

where can i download the latest version of the desktop manager?
the version i have is 2.02 but it's copyrighted 2017, surely there's been an update since the.
also, in the web based tool, you can set the offset to 5 seconds, but in the desktop manager there's 3 and 6. if the windows tool is supposed to be better and more convenient than the web tool, then it should offer the same features or more.
