There are quite a few reasons that might be the outcome, mostly they relate to the seller setting terms that your account does not conform to.
Those can be things like a minimum feedback level, not having any unpaid item strikes, having a credit card registered with Ebay, having a Paypal account registered with Ebay, having a delivery address in a certain region, only having purchased a small number of items from that seller etc. etc.
There are also some blocks that relate to jurisdiction, like if you live in some areas the laws dictate that sales of things like guns and knives are restricted, that may also be that case for currency, which this auction might fall under.
So, if you really want to know what the block was in this case, with this seller, as a first step you are probably best asking the seller what restrictions they put on their auctions.
Going forward, the only sure way to be able to tell such a restriction is in place is to try to place a bid on the item. So some buyers place low opening bids before setting up snipes just to test if they are able to place a bid before committing to a higher snipe amount.
Some buyers even go to the extent of setting up Ebay accounts with delivery address's (that they can forward packages from) so that they can get their bids accepted in different jurisdictions. Of course if you're going that far, you need to set up forwarding addresses first and you would also probably need to set up multiple Gixen accounts, so not something you'd consider unless you run into this kind of issue a lot.

I received this error message recently on item 275550587875. Why would this happen and how can it be resolved so it doesn't happen on future bids?
