That's right (well actually in that range the bid increment is $10.00) as shown via the link provided in the FAQ question on this subject:
https://www.gixen.com/main/faq.php#i-entered-a-bid-of-dollar10100
so $715 would have been the minimum bid acceptable to eBay at the time Gixen came to place the bid.

Post subject: Bid did not work, message is unclear
I had entered a snipe amount of $709.50. The final winning bid was $705. Item number was: 237002098363. In the page where it shows my snipe it has a message that stated: BID UNDER ASKING PRICE: EBAY BID INCREMENT RULE NOT MET. I'm not sure how that makes sense? Did I need to have a bid that was $5 higher than the most recent bid ($705)? And since I was at 709.50, my bid increment was not sufficient?
