Yes it should be your maximum bid.

You should be prepared to pay that much if you win because you do not know how much others may bid, they may bid only a small amount less than you.

However the way the eBay works you only ever have to pay at most one bid increment more than the next highest bidder, so you may pay much less than your maximum if there is no-one else prepared to bid much for it.
