Correct.

Perhaps the confusion arises because your initial post included two separate questions that were mutually exclusive.

So for the utmost clarity in this scenario Ebay will 'only charge me the minimum bid that the seller has listed'.

So are you saying that Ebay will only charge me the minimum bid in this scenario? There is no reserve.

You can tell if there is a reserve when the listing states 'Reserve Not Met', but you can never tell what that reserve is unless the seller tells you, or it is met by someone bidding enough to reach it.

I am interested in bidding on an item that has a minimum bid, but there are no bidders. If I put a maximum bid in using Gixen and no one else bids, will it only charge me the minimum bid that the seller has listed or will EBay charge me my max bid?
