Personally, I don't set the offsets differently on the two servers.

The only reason that I have ever regarded as making some sense for having different offsets is that, occasionally with the same offset you find that there are two bids registered on Ebay on the item at the same second... it makes absolutely no difference to the price that you pay (or anyone else, if you are not the eventual winner)... but it is an indication that you are using an automated service... that has never (in the tens of thousands of auctions that I have sniped) ever caused me any issue whatsoever, never even had it mentioned... but having different offsets ensures that you only ever get one bid, the vast majority of the time the one that is scheduled to be earliest.

In what instance would you set the times differently and why? Thanks.

If you purchase the mirror subscription the defaults are still 6 and 6 for both servers. BUT once you have the mirror service you can change your defaults from between 2 to 15 seconds in your gixen settings. You can set a different default for the main server and mirror server. You can also use different offsets than in your default settings or change the offsets for any individual auction as you wish. It's very flexible once you have the mirror service.

If I bought Mirror does it default to 3 seconds when you enter an item to be queued or do you manually use the drop down and select the 3 seconds?
