It is usually not possible to tell exactly, the seller has made restrictions on who may bid on their auctions, possible restrictions are things like, living in the area they are willing to post to (in this case the United States), having a Paypal account linked to the eBay account, having a feedback score higher than a certain value and/or not having any non paying bidder strikes against the account.

To find out exactly which restrictions they put on the auction, which caused your bid to be rejected, it is usually easiest to contact the seller, in this case dtraver8 via the 'Ask seller a question' link on the auction page. Ask them what restrictions they have.

Your bid would also have been rejected had you tried to bid manually so its not entirely a gixen issue, just something it has to detect when it happens.

My guess it's location. Seller ships to United Stated only, no Canada.

Just a suggestion:
On auctions where you expect many bids, you can try to put the lowest possible bid just to make sure it will go through, then you can put it for sniping knowing that you can actually bid on it.

I had the same problem on item 250221570612 and wanted to bid higher than the winning bid. Ebay will not even let me contact the seller as I am not in 'open transaction' with him Looking at other forums it appears that eBay is trying to stop sniping.Is that correct? will I be stopped from sniping again?

I don't think so... ebay is probably trying to stop illegal activities (fraud, etc), and sniping sometimes becomes collateral damage.
