Generally it is as the result of restrictions set up by the seller, things like a minimum feedback level, having payment methods registered with Ebay etc. it can even be a hard block imposed on a specific buyer by a seller as a result of interaction that the seller has regarded as problematic.
Sometimes it can be as a result of regulatory requirements in the jurisdiction of the buyer which Ebay are required to implement... but that's unlikely here, it tends to apply to things like knives and drugs.
So, my first question tends to be, have you ever bought from this seller ?... or had any interaction with them whatsoever via your Ebay account, like asking questions etc. ?
If that doesn't provide any answers then the next avenue can be to ask the seller whether or not they have any restrictions that might result in your bids being blocked.
In addition, it is sometimes possible for Mario to extract extra information from the logs generated from the interaction with Ebay when Gixen is trying to place the bid. But to request that you'd need to contact him directly via the support email address provided on the Contact page.
