Add the settings Button to the top of the Page - near the Home button or Contact button

You have to be logged on first so that when the Settings button is pressed the site knows which account you want to set the Settings for.

The tabs above can all be accessed without being logged in, therefore the Settings option can't be placed there, because it is materially different.
