According to eBay's bidding rules, when two bids of the same amount are placed, the earlier bid wins.

Since a***n(69) bid $250 at 8 Jul 2019 at 10:28:37AM PDT, when Gixen placed your $250 at 9 Jul 2019 at 7:35:02PM PDT, a***n(69) won the bidding at $250.
