I put in a snipe for $100 and it ended at $91 and change. I did not win this and the error stated is BID UNDER ASKING PRICE.

How? What happened here?

You discovered an eBay bug. Let me explain.

This auction uses time extensions, so Gixen bids incrementally. It also requires buyer protection fee, so because of it the increment was not really 1.00, but 1.06 in this price range.

eBay misreported the next minimum required increment to be 92.42 instead of 92.48. It looks like they simply added the increment instead of removing buyer protection from the previous amount, adding increment and re-applying buyer protection fee.

Gixen will, from now on, not rely on this reported value and instead do its own calculation and use the max(eBay's reported next minimum bid, Gixen's own calculation).

Note that Gixen Mirror server works differently - it holds your maximum bid until the very last second and then sends it away. In this case mirror would have helped, but it looks like you were not subscribed.

After further investigation I found I was slightly wrong here. 91.42 was not inclusive of buyer protection fee. It looks like eBay just forgot that eBay protection fee should be included and reported the minimum bid to bid is 91.42 instead of 91.42 + BPF.

Either way, a fix on Gixen's side will be the same. Gixen will calculate BPF itself, instead of relying on eBay for this.
